JL Hughes · People and Talent Leadership

I build the people side of companies that are growing fast.

Recruiting, resourcing and people infrastructure for founders and CEOs whose hiring is moving faster than their systems. As your full-time leader, your fractional partner, or the bridge while you find the long-term hire.

Ways to partner

Senior leadership, sized to where your business is right now.

Some companies need a full-time leader. Many need one before they're ready to hire one. Every engagement starts with what the business needs this quarter.

Fintech startup · Recruiting and HR, built from the ground up

Building the hiring and HR engine behind a fintech's hypergrowth

When this investment platform was a team of fewer than 10, there was no recruiting function and no HR infrastructure. I built both from scratch: the hiring strategy, interview process, offer and onboarding flow, and the people policies that let the company scale through round after round of funding, two acquisitions and its growth into a platform valued at $2B in its latest offering.

Why it mattered: the company grew past 180 people on a hiring and HR foundation that was in place before it was needed, not patched together after.
Animation studio · Workforce data

Turning freelance and staff data into hiring decisions

9

Disciplines analyzed side by side, staff utilization against freelance volume and spend

I built a workforce model that cross-referenced freelance bookings with full-time utilization across every creative and production discipline, compared year over year, and mapped spend against salary bands.

  • Pinpointed teams where freelancers were doing staff-level work at a day-rate premium
  • Showed where a full-time hire would cost less than a single freelancer's annual day-rate spend
  • Built the case for conversions that were close to cost-neutral in year one and cheaper every year after
Why it mattered: leadership moved from instinct to evidence on who to hire, who to convert and where to cut.
Branding agency · AI and automation

An AI layer that gave the talent team its time back

30–40%

Less time spent on admin, through deep sourcing and automations across the ATS, resourcing tool, email and Slack

I built a deep sourcing bot that surfaces hard-to-find specialists, plus a set of AI automations that keep every system accurate on their own.

  • New applicants and bookings update the ATS and resourcing tool automatically as they arrive
  • Records are cross-checked against email, Slack and calendars so nothing falls out of sync
  • Teams get clean, regular alerts instead of chasing updates
Why it mattered: the talent and resourcing team stopped spending its week on data entry and follow-ups, and put that time into sourcing, candidates and staffing decisions.
Animation studio · Systems

A proprietary ATS that connects the whole studio

1single source of truth

For recruiting, freelance booking and staffing, connected to the tools the studio already runs on

When the studio outgrew its spreadsheet-based setup, I designed and launched a proprietary ATS and freelance management system that talks to the tools the studio already runs on.

  • Recruiting, booking forms, availability and spend tracking in one place
  • Connected to resourcing, finance and communication tools, so data flows without re-entry
  • Real-time visibility for producers and leadership on who is booked and what it costs
Why it mattered: faster staffing, fewer errors, and one view of the studio's talent that everyone trusts.
Wealth management · Fractional Head of People

A compliant people foundation for a new wealth firm

0 → 1

Full HR infrastructure stood up ahead of the firm's first wave of hires

  • Hiring process and interview guides for Financial Advisors, including a final panel and sales presentation
  • W-2 and 1099 agreements, with contractors moved onto payroll
  • Payroll, onboarding, digital records and E-Verify
  • An HR compliance calendar built with the Chief Compliance Officer
Why it mattered: the firm can hire at pace in a regulated industry, with every step documented.
Digital agencies · Recruiting leadership

Recruiting functions that scaled across offices

200 → 400+

People at one agency, with 50+ hires a year across four offices at another

  • Built and led a recruiting team of eight
  • Led ATS rollouts and standardized interviews and offers
  • Set equitable pay bands from compensation market mapping
  • Launched a 10-week cross-disciplinary internship
Why it mattered: consistent, fair hiring at scale, with lower agency fees after renegotiating vendors.
About

My path wasn't conventional or a straight line, and that's exactly why I care so much about people's stories.

15+ years in talent and HR Nonprofit board member Cancer survivor Dog mom to two senior rescues

At home with one of my fur babies, Jameson.

I'm a people and talent leader with more than 15 years of experience building the teams, systems and infrastructure that let growing companies hire well, scale cleanly and keep their culture intact. Most recently I was Head of Talent at Hornet, where I led the People team on the executive leadership team. Today I serve as Fractional Head of People at Sterling Legacy Advisors, and I've partnered with companies including TrueCar, StartEngine, Revery and Boutique Homes.

I build people functions from zero and treat talent as a systems problem. I've led ATS implementations at Code and Theory and Instrument, and built a proprietary ATS and freelance management system when Hornet outgrew its setup. I design the frameworks that run the full employee lifecycle: onboarding, annual reviews with structured goal-setting, growth matrices, leveled job descriptions and salary bands that keep hiring and promotion equitable.

I lead with data, analyzing full-time and freelance utilization and spend to show leaders where to hire, convert or cut. I'm constantly testing new AI tools and building my own, so my teams spend their time on people instead of admin. AI should help us work smarter, never replace the human connection at the heart of this work. As a manager, I'm direct but supportive: high standards, held with kindness and zero ego.

I spent many years of my childhood in foster care, which is where my belief in people's stories, and in what they can become with the right support, began. I signed with Ford Models at 13, moved to New York City on my own at 16 and built a modeling career that took me around the world. Working and traveling on my own that young taught me to read a room, build trust quickly with people from every culture and background, and stay steady under pressure. It also gave me a network across fashion, media and the creative industries that I still draw on today, and it shapes how I connect with candidates, leaders and teams. I'm a cancer survivor, an experience that deepened my commitment to mental health, empathy and courage.

Those experiences drive my service on the Junior Board of You Gotta Believe, which finds permanent families for older youth in foster care, and on the boards of Xavier Mission and A Wish For Animals. Outside of work, I'm happiest traveling, cooking for the people I love and spending time with my senior rescue dogs, Jameson and Roo.
